An "Artificial Civilization Scaffold" Could Make AI Smarter Without Any Retraining

The author argues we keep retraining models by brute force while ignoring the only known intelligence multiplier: human civilization. The proposal is a durable "civilization scaffold" for existing models — no retraining or weight changes required. It would preserve agentic solutions with provenance, filter out bad results, and let future agents skip already-closed avenues and springboard from where previous agents left off. Capabilities would improve in the scaffold, not the model; improvements could later be distilled into training. The scaffold also acts as a control surface that can be rolled back or suspended while leaving the model untouched.
