Claude Code v2.1.246: Fixes Terminal Rendering, MCP Latency

Anthropic released Claude Code v2.1.246 with several key improvements and bug fixes:
- Security: Added startup warnings for Bash allow rules with wildcards before subcommands to prevent unintended option matching.
- Permissions: Added an Auto mode tab to /permissions for viewing and editing classifier rules.
- UI/UX: Displayed turn completion time in the duration line. Fixed blank transcript issues after resizing the terminal in fullscreen mode and erratic scrolling behavior.
- Performance: Fixed severe transcript slowdowns when diffs contained very long lines (e.g., base64 strings) by truncating them.
- Reliability: Fixed background session failures caused by deleted directories, machine sleep, or slow process startups.
- MCP Fixes: Fixed MCP tool calls interrupted in headless/remote sessions being reported as "completed with no output" instead of an interruption error. Fixed MCP tool arguments being sent as JSON strings when the parameter schema is empty.
- Misc: Fixed Markdown rendering glitches, interrupted command display issues, and dynamic workflow restart logic.
