Context compaction destroys 53% of safety rules; Knowledge Triage fixes it

Research shows that Agent context compaction (e.g., Claude Code) loses 47% of safety rules after one round and 90% after five, as rules and logs are summarized indiscriminately.
The proposed Knowledge Triage method classifies knowledge base content and applies distinct retention policies (deterministic operators for compaction, partitioning, and retrieval). This improves safety rule retention by 2-4x at all ratios and maintains 96% recall over five rounds.
