EU's New Packaging Rules Threaten to Kill Makers and Micro-Entrepreneurs

The EU's new Packaging and Packaging Waste Regulation (PPWR), effective August 2026, aims to reduce waste and harmonize rules, but its fragmented implementation is destroying Europe's hardware maker and micro-entrepreneur ecosystem. While the Extended Producer Responsibility (EPR) concept is sound, PPWR requires businesses to register and fulfill obligations separately in every Member State. This imposes unbearable compliance costs and administrative burdens on small sellers pan-EU. In contrast, the US boasts a thriving ecosystem of small electronics manufacturers, while European equivalents have been effectively wiped out by such regulations.
