Fix for "Too Many Requests" Bug in ChatGPT Desktop App

A user posted a fix for the frequent "Too Many Requests" dialog and failing sidebar in the ChatGPT desktop app: close the app and wait five minutes, or clear cookies (which signs you out).
The user suspects the desktop app is trying to refresh the conversation list too often, triggering a server-side rate limit. This issue appeared recently and has been reported as a bug.
