Turning AI Investigations into Reusable PowerShell Tools

Introduces a workflow to turn AI investigations into deterministic PowerShell commands: 1. Compare two snapshots; 2. AI interprets differences; 3. Generate initial capability; 4. Run against next snapshot; 5. Iterate. The resulting command is independent (no AI/network calls) and reusable, demonstrating a loop of Evidence -> Interpretation -> Capability -> Iteration for building automation.
