California law mandates AI disclosure for bar exam questions

California Governor Newsom signed AB 1651, requiring the State Bar to disclose on its website and study materials if AI was used to develop or administer the bar exam starting Jan 1, 2028. This applies even if the AI output was reviewed or edited by humans.
The bill follows a February 2025 incident where the use of AI by contractor ACS Ventures to draft 23 questions led to exam mismanagement, resulting in retake offers for nearly 90% of test takers.
