RAG Paradigm Shift: Ingest-Time Compilation Beats Query-Time Interpretation

The paper criticizes current RAG systems for re-deriving corpus meaning on every query, proposing "Ingest-time Semantic Compilation" (ISC). This paradigm compiles the corpus into a queryable substrate with incrementally maintained embeddings and atomic claims at write time. Experiments show incremental updates are 33.7x cheaper than reconstruction, and compiled claims win all benchmarks on a 500-transcript sample.
