CLI Tester Removal Supports Waiting and Tombstones

Apple may leave removed testers as REVOKED tombstones in list output. The new --wait flag checks the tester directly until it gets a 404 or REVOKED state. A timeout still prints the deletion receipt and exits non-zero.
