CLI Supports Agreement Acceptance via Web Simulation

CLI adds asc web agreements accept to confirm developer agreements. Since Apple lacks a public API endpoint for this, it uses web simulation. The post also highlights the importance of the "pricing guard" feature, which prevents agents from mistakenly removing all sales platforms.
