New keyword rank command checks App Store rankings without ASC auth

The new experimental asc optimize keywords rank command queries keyword rankings via public App Store search, requiring no ASC authentication. Keywords are normalized and deduplicated with bounded concurrency; failed lookups stay in the report as unavailable instead of being marked "not ranked", and the command only fails when every lookup fails.
