Agent Complexity Lies in World Models, Not Preferences

Pedro Domingos argues that while "rational agents" are defined by beliefs and preferences, the world is vastly more complex than the agent itself. Therefore, the essential complexity within an agent's mind will primarily reside in its model of the world, while its preferences will tend to be relatively simple by comparison.
