Claude Code 2.1.240: prompt tokens up 5.1%, new Plugin Manager surfaces in CLI

Claude Code 2.1.240 arrived about a day after 2.1.239. On the CLI surface, it adds Claude-Code-Plugin-Manager and removes claude-plugin-telemetry-v1 and claude-self-hosted-runnerW. Prompt files grew by 3 and prompt tokens by 11,921 (+5.1%), with system at 71.3% and tools at 28.7% of the mix; bundle size shrank by 69.3 kB. The official changelog only lists bug fixes and reliability improvements.
