AI safety figure Jeff Ladish argues that banning data centers in the US alone wouldn't solve the problem—only if both the US and China banned them would it significantly slow things down. His preferred regime would be one where data centers are still built but not immediately used to build superintelligence, though he acknowledges that is harder to coordinate.
