Claude Code 2.1.239 Released with Cost Estimates and Proxy Fixes

Claude Code CLI version 2.1.239 is now available with 59 changes. Key updates include new cost estimation features (/cost status and --max-budget-usd) that apply a 1.1× US-only premium to reflect residency costs. A fix resolves an issue where Bedrock streaming behind proxies stripped the Content-Type header, silently doubling billed API calls. Synced plugins now appear as name@synced, can be toggled, and won't override local plugins. A new /claude-api upgrade command helps migrate Python projects from anthropic 0.x to 1.x.
