Claude Code v2.1.239: Fixes Proxy Billing, Syncs Plugins

Anthropic released Claude Code v2.1.239. Key updates include:
- Cost & Pricing: Cost estimates now include the 1.1× US-only inference premium for data-residency workspaces.
- Compatibility: Added native clipboard/audio support for Alpine/musl builds; introduced /claude-api upgrade to migrate Python dependencies.
- Cloud Sync: Plugins from claude.ai now show as name@synced and won't override local plugins.
- Bug Fixes:
- Fixed double billing on Bedrock when proxies strip the Content-Type header (caused by non-streaming re-runs).
- Fixed 5-second pause on Edit/Write calls in JetBrains terminals.
- Fixed WebFetch memory retention and startup hangs behind proxies.
