Copilot CLI update: session restore after crashes, voice dictation, stricter policy fallback

GitHub Copilot CLI v1.0.81-7 adds: startup offers to restore sessions still open when the CLI died, so crashes or restarts no longer mean reopening terminals by hand; models.list includes service-published info/warning messages per model; and a copilot app command to open the Copilot app in the current directory. Improvements: Ctrl+Space toggles voice dictation; enterprise-sandboxed sessions now say so on the timeline (even when the policy arrives mid-session); forceRemoteSettingsRefresh now fails closed — the cached managed-settings policy is never served as a fetch-failure fallback, so until a fresh policy arrives the session applies the restrictive undetermined posture (non-default MCP servers blocked, bypass-permissions disabled, policy-gated plugin mutations blocked). Fixes: managed policies with an unrecognized permissions.disableBypassPermissionsMode value are enforced as disable instead of rejected; sandboxed Windows builds create scratch caches on first run (cargo, go, Gradle, ccache work cold); and on macOS/Linux shell commands resolve tools the same way a bash login shell does.
