DGX Spark silent perf bug: 96% util but 799MHz clocks; 10-min power cycle fixes it

Another DGX Spark user hit the widely-discussed silent performance bug: running Ornith 1.5 35B was stuck at 44 tok/s instead of 75, while everything looked healthy — 96% GPU utilisation, P0 state, no active throttling, yet SM clock at only 799 MHz and power under load 19.5W. The fix: a full power disconnect for 10 minutes, then reboot. Worth checking SM clocks and actual power draw, not just utilisation, when benchmarking on the Spark.
