RulesAsPrograms: Turn Agent Rules into Executable Local Audits

The project rules-as-programs converts passive AI agent constraints into independent, executable fuzzy programs. Running locally as Python functions, these rules monitor the agent's reasoning and actions, alerting the user when requirements aren't met. The first integration targets Cursor. Users can install it via pip install git+... and run rap init to launch the auditing process alongside the agent.
