RulesAsPrograms: Enforcing Agent Behavior via Active Rule Checking

The author built RulesAsPrograms to address the issue of coding agents ignoring user constraints. By using ProgramAsWeights to compile rules into local functions, the tool enables rules to actively check the agent's work with contextual understanding, rather than passively hoping the agent complies. This prevents agents from using inappropriate tools like rsync instead of Git for source code sync.
