Responding to the claim that AI can never develop consciousness, the author argues that it is extremely difficult to assert this without a theory of consciousness. The contention is that arguments against AI consciousness, such as paradoxes arising from copying, could theoretically apply to physical entities as well, noting there is no law in physics against an atomic copy of a physical human.
