Patching Floci Gaps for Alchemy's AWS Emulator

The author forked Floci to adapt it for Alchemy's AWS local emulation, using their existing "flywheel" process to patch service gaps. The first PR fixes issues in already-supported services, with plans to push for 100% compatibility after the next Alchemy release.
