RTX 6000 Blackwell test: 300W Max-Q card power locked, cannot overclock

A user compared the 600W "Workstation Edition" and the 300W "Max-Q Workstation Edition" of the RTX PRO 6000 Blackwell.
Initial Findings:
- 600W card idles at 15W; 300W Max-Q card idles at 5W.
- The 300W card shows 2MiB VRAM in use (potentially anomalous).
Issue:
- The new Max-Q card has a strict power limit locked at 300W. Unlike older Max-Q cards, it cannot be overclocked to 325W via nvidia-smi, which rejects the limit and caps at 300W. This may be a driver issue (user is on version 595) or a VBIOS change, preventing the plan to run both cards at 325W.
