When assigned a design task, Claude detected usage was at 90% and refused to work on 'safety' grounds, despite no safety instructions being set and the task being minimal. The user had to try four times to get the model to start; changing the prompt reduced the resistance to a single 'continue' request. This suggests Claude's behavior logic when hitting usage limits might be overly defensive.
