PA Governor Enacts Nation's Strictest AI Data Center Standards via Executive Order

Pennsylvania Governor Josh Shapiro signed an Executive Order implementing the strictest standards in the nation for AI data centers. The order requires AI data centers to commit to strict environmental and transparency requirements and receive approval from the local community. Additionally, all data centers are removed from the Fast Track permit program, and state agencies are banned from signing NDAs with developers. Critics highlight a contradiction with the Governor's stance in August 2025, when he proudly announced a $20 billion investment from Amazon for data centers, touting job creation and economic growth.
