JetBrains prototypes IDE as control plane for agentic work with specs

The core argument is that AI agents need specs rather than longer prompts. Execution requires context, constraints, acceptance criteria, visible progress, and human checkpoints. JetBrains is prototyping this workflow inside the IDE. The interesting part is not the AI writing code, but whether the IDE can become the control plane for agentic work:
- Tasks are written down.
- Assumptions are visible.
- Agent's progress can be checked.
- Specs stay in the repo.
