What Happened
- The US claim that an ASML EUV machine reached China remains unverified; ASML says Washington has provided no supporting evidence
- The bigger milestone: Shenzhen has built China's own crude EUV prototype, reportedly with former ASML engineers and parts sourced from older equipment
- It can generate EUV light but has not produced working chips — precision optics is the hardest unresolved gap
The Wrong Unit of Control
- ASML can locate all 340 EUV machines it ever built (26 decommissioned), since only its engineers move and service them
- But components and subsystems flow through a long tail of specialist vendors with no comparable tracking — targeting whole machines may miss subsystem-level progress
Why DUV Multi-Patterning Matters
- SMIC and Huawei already use DUV multi-patterning for advanced logic without EUV
- Extra steps and more defects make it commercially unattractive — but when the alternative is no domestic advanced chips, a state-backed program tolerates costs a merchant foundry would reject
