AI policy discussions miss clear categorizations: (1) uses that are good, (2) uses that could be good with policy, (3) non-catastrophic bad uses needing regulation, and (4) catastrophic uses needing preemptive action. While there is agreement on drug discovery (1) and loss of control (4), the middle ground requires more clarity.
