Dev complains about OpenAI Sol rate limits vs Luna

A developer (@iamrobotbear) expressed frustration over rate limits when using OpenAI. While noting the 20x limits provided by Luna are incredible, they feel that quotas on Sol are being consumed much faster than hoped, tagging @OpenAIDevs for assistance.
