Meta Paper: Scaling Laws Hold in Tiny Models

A Meta paper reveals that scaling laws appear in tiny models (4M params) provided hyperparameters are well-tuned. Small models are highly sensitive to hyperparameters, but this sensitivity fades with scale, making tuning easier. This suggests previous failures in scaling laws at small scales were due to under-tuning.
