Fix chat transcript jumping when resizing the pane

A developer shared a UI fix to resolve an issue where the chat transcript text would jump wildly and the view would shift during pane resizing (window resize, sidebar drag, etc.). The solution introduces an anchor row mechanism to keep the currently viewed row stationary while text re-wraps due to width changes. Additionally, a short instruction was added to the shared AGENTS MD file, mandating video uploads for any PR that changes UI state.
