EU AI Act transparency rules take effect; Claude will embed watermarks in generated text

As of August 2, Article 50 of the EU AI Act is in force: providers of generative AI must add machine-readable marks to synthetic content and make it detectable, with fines up to €15M or 3% of global annual revenue. Nearly 190 organizations have signed the accompanying Code of Conduct, including Anthropic. Claude's approach has two layers: models released after August 2 embed an imperceptible watermark in generated text—readability is unchanged, it survives copy-paste and some editing, and it lives at the model layer, so it applies whether the text comes from the API, Claude apps, or AWS/Google Cloud. Generated files like images and SVGs carry signed provenance metadata following the C2PA standard, with tamper resistance.
Still, the signal is narrow: detecting the watermark only means the content may have passed through Claude (proofreading, translation, and summarization also leave marks), older models carry no watermark, and heavy rewriting, translation, screenshots, or format conversion can strip it—while no detection doesn't prove AI was never used. The article also maps downstream effects: Chinese universities binding thesis defense to AI-detection scores despite tools disagreeing by 20+ points, a thriving "AI-rate reduction" service market, and clients writing AI-content caps into contracts.
