Developer introduces MARGINAL, an open-source governance layer for coding agents that monitors trajectories for repeated actions, weak progress, redundant verification, and low-value continuation. It supports Shadow Mode first, then Earned Enforcement where MARGINAL must prove reliability before blocking. Future work includes counterfactual evaluation to answer whether agents would have done better without intervention. Open-sourced on GitHub, seeking feedback.
