The PR introduces Effect program support to the Alchemy framework, allowing website constructs on Cloudflare and AWS to accept a Worker-style third Effect argument. This enables a single Worker or Lambda to serve both the frontend framework and an effect-native API, collecting typed capability bindings at plan time and replacing the previous two-worker service-binding pattern.
