Codex App Bug: Hits Usage Limit Immediately After Plus Upgrade

A user reported that immediately after upgrading from the Free plan to ChatGPT Plus, Codex refused further requests after just one initial prompt, claiming the usage limit had been reached.
Anomalous Details:
- The /stats command reported that 100% of the 7-day usage allowance was still remaining.
- The "try again" reset timestamp dynamically moves forward with the current time (always staying roughly 7 days in the future) rather than acting as a fixed reset time.
This behavior is inconsistent with normal usage limits and suggests a bug in backend validation or state synchronization.
