23 Low-Regret Policy Ideas to Manage Automated AI R&D Risks

As major AI companies like OpenAI and Anthropic urge the government to prepare for the risks of automated AI R&D, the authors argue that the concept of "pacing" is too vague and potentially harmful.

To address this, they developed 23 "low-regret" policy ideas to understand and manage these risks. Key recommendations include mandating frontier AI companies to publicly share information on R&D automation trends and risks, legislating transparency regarding incident reporting and whistleblower protections, and establishing an AI Verification Consortium (AIVEC) led by CAISI to develop verification technologies, hardware testbeds, and fully verifiable data centers.
