Because "pacing" is vague and potentially problematic, a research team developed 23 low-regret policy ideas to manage the risks of automated AI R&D. Key recommendations include:

- Congress should legislate transparency regarding automated AI R&D risk management, incident reporting, and whistleblower protections.
- Congress should fund CAISI with at least $84 million annually to advise senior officials and frontier companies.
