- xAI Absent: Every major Western AI lab, including OpenAI, Google, Meta, and Anthropic, has signed the EU's voluntary code of practice, with xAI being the sole exception.
- Severe Penalties: If companies like xAI fail to meet the legal watermarking requirements by December 2nd, they face fines of up to €15 million or 3% of worldwide annual turnover, whichever is higher.
