Preloop: Run Unmodified GitHub Actions Locally in 400ms Microvms

Preloop is a new beta tool that allows developers to run unmodified GitHub Actions locally or on self-hosted infrastructure. To solve GitHub's reliability issues and the inability to run workflows locally, the developer rewrote the runner in Rust and reverse-engineered GitHub's control plane.
Key Features:
- Fast Provisioning: Runs in isolated, cross-platform microvms that spin up in just 400ms.
- Flexible Interaction: Users can submit changes directly to the server to automatically generate a draft PR with updated checks, or push normally to GitHub to trigger webhooks.
