IFP Report Outlines 23 Policy Recommendations for Automated AI R&D

The Institute for Progress (IFP) released a report addressing the challenges of increasingly automated AI research and development. As frontier AI companies approach fully automating AI R&D, the report argues this poses serious risks and that "pacing the frontier" is the correct response.
The report proposes 23 low-regret policy recommendations across three main pillars:
- Transparency: Frontier AI companies should publicly share information on R&D automation trends and risks. Congress should mandate transparency regarding incident reporting, whistleblower protections, and model behavior specifications.
- State Capacity: Congress should fund the Center for AI Standards and Innovation (CAISI) with at least $84 million annually to advise officials and companies. The White House should clarify agency roles, and intelligence agencies must improve analysis of foreign AI developments.
- Risk Management: CAISI should develop guidelines to manage risks while accelerating defensive and commercial AI applications.
