A developer maintaining over a hundred active open-source projects complains that GitHub Actions' free tier quotas are vastly insufficient, leaving his projects in a perpetual state of outage.

After getting no help from Microsoft, he took matters into his own hands by building a local CI system. This setup remains compatible with existing GitHub Actions config files, allowing tests to run locally without changing any code.
