Hugging Face CEO Defends Tiered AI Regulation: Weights vs. APIs

Hugging Face CEO Clement Delangue recently discussed the regulatory layers in AI model frameworks, arguing that treating APIs (like those from Anthropic and OpenAI) differently than open weights is actually very good policy.
Drawing an analogy to cars, he noted that we don't regulate steel; we crash-test cars. Model weights, APIs, and apps are three very different layers of the stack. It's unrealistic to ask weight developers to guarantee no dangerous usage, as obligations should sit with the carmaker and rules of the road with the driver.
However, industry commentators pushed back, arguing that the claim "we don't regulate steel" is detached from reality. They pointed out that basic materials are heavily regulated in complex ways, urging AI proponents to avoid dogmatism against regulating development.
