FCC Rule Threatens US Robotics Startups: Requires 65% Domestic BOM

A robotics founder warns that a new FCC regulation could classify most US-built robots as "foreign" and ban their sale.
Under the rule, any device over 4.4 lbs that moves, has a camera, and can be teleoperated is an "advanced robot." The critical catch is that over 65% of its Bill of Materials (BOM) cost must come from US suppliers, regardless of where it is assembled. Falling short requires applying for an exemption with a detailed reshoring plan.
Because core components like Nvidia GPUs and actuators are imported, many current low-cost robot builds will fail this test. Tariffs also count towards the foreign BOM cost.
