US AI Guidelines Exempt Only Open Models Made by US Companies from Safety Testing

According to WSJ, under the new AI regulatory guidelines, only open models developed by US companies will be exempt from safety testing. Closed-source models and those from non-US companies will likely still be subject to the regulations.
