Governance.ai released two new reports examining how AI capabilities translate into cyber risks, focusing on AI-enabled worms and potential attacks on the US power grid.

Analyzing a $100 billion economic damage scenario, the report notes this would require a week-long blackout affecting 100 million people. The binding constraint is not a single technical bottleneck, but the operational capacity to coordinate attacks across hundreds of targets.

Consequently, the report concludes that scenario-specific mitigations for $100B attacks are poorly suited, and $10B attack thresholds may provide more practical capability triggers for safety measures.
