OpenAI Hits Git Perf Limits in Giant Monorepo, Upstreams Fixes

According to community discussions and an OpenAI engineer, OpenAI operates within a single giant monorepo on GitHub. As their size and velocity have increased, they started running into significant git performance issues.
To tackle this, the OpenAI team has started upstreaming fixes to the core git project, focusing on performance, correctness, and testing. These improvements will benefit the open-source community and directly enhance the efficiency of their own Codex app.
