AI Conference 5-Submission Cap Could Block 22% of Papers, Analysis Shows

In response to a proposal to cap AI conference submissions at 5 per author, Gautam Kamath used Codex to run highspy analysis, finding that at least 4,314 submissions (22%) would be blocked, with a conservative upper bound of 10,105 (51%) if authors strategically maximize submissions. The analysis assumes strategic authors and notes potential double-counting in the upper bound.
