ICLR 2026 Data Revealed: Capping Submissions at 20 Per Person Blocks Only 2.5% of Papers

A researcher explored ICLR 2026 submission data using Codex to evaluate the actual impact of capping the number of papers per submitter.
The data shows that 101 individuals submitted more than 20 papers (max 54), contributing 2,226 papers in total (11.2% of the 19,814 submissions). Capping them at 20 would block at least 500 papers, representing only 2.5% of the total. Additionally, 430 submissions had a single author (2.2%), with 38 accepted (an 8.8% acceptance rate).
