GitHub Copilot CLI Update: Drastically Optimizes Long Session Memory

GitHub Copilot CLI released version v1.0.78-0, bringing several key improvements and fixes:
- Performance: Resuming long sessions is dramatically faster and lighter on memory. A 230MB, 74k-event transcript now loads in under a second instead of 10, with peak memory reduced to about a quarter.
- Sandbox & Tooling: A new allowDevToolCaches sandbox setting (on by default) grants builds access to toolchain caches. It also honors explicit GitHub MCP toolset configs without steering to the gh CLI.
- UX Improvements: Added /permissions to switch approval modes; shell completion for --model now suggests supported names. Switching sessions no longer restarts MCP servers.
