ICLR 2027 (and 2026) announced a new submission policy for first-time authors: if none of the co-authors on a paper have ever had a paper accepted at a major machine learning conference or journal, that team may submit at most one paper to ICLR per year.

This move is seen as a way to alleviate review burdens, with some researchers calling on major computer vision conferences like CVPR and ICCV to adopt similar policies.
